The Title IV-E Program for Public Child Welfare is an educational program that pays for tuition, fees, books, and mileage for persons interested in a career in public child welfare in Georgia or for current Division of Family and Children Services (DFCS) staff who wish to upgrade their professional skills and training. The Title IV-E Child Welfare Education Program is a partnership between Georgia Division of Family and Children Services and ten Georgia Schools of Social Work.
Students accepted into the Social Work Program are granted an opportunity to apply for the program and receive a stipend to assist with funding their education in exchange for one year of service in Child Welfare, in Georgia, for every year the stipend is received. Students participating in this program must complete their Field Practicum in a Department of Family and Children Services (DFCS) agency. During the student’s matriculation through the program, the Title IV-E Coordinator will serve as the advisor and Field Coordinator. Upon completion of the social work program, Title IV-E students will work with the Title IV-E Coordinator and DHR personnel for job placement.
Program Requirements
The program is open to all current DFCS employees and those interested in a career in child welfare. Potential students should be interested in obtaining a Bachelors of Social Work (BSW) degree. Once in the program, students will participate in courses in child welfare practice and complete a field placement in a DFCS office. The student repays program stipend funds by working for DFCS in a social service position for a specified period of time (typically one year of employment for every academic year of IV-E funding).
Application Process
You must first be accepted as a social work major at Albany State University in order to be eligible for consideration for Albany State University’s Title IV-E program stipend.
If you are not familiar with the position of Social Services Case Manger, click on the "Overview of Social Services Child Welfare Positions." This will give you information about the position you are expected to take once you complete your degree. If after reading the Overview and taking the assessment, you are still interested in a career with DFCS, then proceed with the application.
Students must:
1. Read the "Overview of Social Services Child Welfare Positions" information about DFCS and child welfare,

4. Read/Sign/Bring IV-E Student Agreement, Criminal Background Check Request Form, and Criminal Background Addendum documents to the interview.
We typically have more applicants for the IV-E Program than the schools have slots. We interview students to determine who will be accepted into the IV-E Program. After the interview process, the Albany State University’s Social Work program will notify the student to let them know whether or not they have been accepted into the IV-E Program.
If you are a current employee of the Georgia Division of Family and Children Services (DFCS), in addition to the application process outlined, you will also need to have a completed Staff Enrichment and Educational Development (S.E.E.D.) application or a letter of support signed by your immediate supervisor and approval authority.
You should bring the completed S.E.E.D. application or the letter of support to the IV-E interview. Those DFCS employees, who fail to bring the required documents, will not be considered for the IV-E Program.
