Preamble

We, the students of Albany State University, in order to achieve a more effective government and to promote those activities which develop the intellectual, physical, and social life of our University and its student body, do hereby establish this Constitution and assume the powers and duties of representative self-government delegated to us by the President of the University. The Student Government Association shall be the student governing body in all matters pertaining to the common interest of all the students, with such limitations as are hereinafter stated.

Objectives of the Student Government Association shall be:

(a) To provide a central agency by which students may promote the interest and welfare of the University
community.

(b) To co-operate with the university faculty and staff in the regulation and promotion of student activities.

(c) To further the development of a wholesome relationship between the administration and the student body.

(d) To demonstrate the ability of the students to aid in the solution of their own problems.

(e) To encourage student participation in the control of those problems that relate particularly to student life.

(f) To promote university spirit.

(g) To stimulate intelligent thinking, especially when dealing with the problems facing the University, and to serve as an agency for the crystallization and expression of student thought.

(h) To represent the student opinion through membership on university committees.

(i) To promote academic freedom and academic responsibilities.

(j) To participate and aid in the enforcement of college regulations.

(k) To represent the student body in all of its relations with the administration, faculty, alumni, and other bodies.

(l) To enact and enforce all legislation necessary to carry out the provisions of this constitution.

Article I - Name and Emblem

01:01:01: The name of this organization shall be Albany State University’s Student Government Association, hereafter referred to as SGA.

01:02:01: The official seal approved May 7, 1992 by a majority vote in Congress, is hereafter the official seal of SGA.

01:02:02: All emblems must be approved by a 2/3 majority vote from the Student Senate.

01:02:03: All certified letters, memorandums, and other documents leaving the SGA office shall bear the official emblem of SGA.

Article II - Purpose

02:01:01: The purpose of the SGA shall be to serve and represent the student body; to serve and work toward the betterment of the University; to provide a sound, democratic self-government; encourage cooperation among students, faculty, administration, and community; and to promote a sense of school spirit and loyalty to Albany State University.

Article III - SGA Membership and Qualifications

03:01:01: The membership of SGA shall consist of the class officers (president, vice-president, secretary, treasure, parliamentarian, class king and his gentlemen, and class queen and her court) of the: senior, junior, sophomore, and freshmen classes, two (2) elected executive cabinet officers (President and Vice-President), Administrative Executive Officer, Student Senate members, Chairs and Co-Chairs of the Standing Committees, Chairs and Co-Chairs of Ad Hoc Committees, Members of Standing Committees, Members of Ad Hoc Committees, Miss Albany State University and her Royal Court, and Mr. Royal Gentlemen and his Royal Gentlemen.

03:02:01: The Student Senate (Senate) members, the Senate must contain at least the president of the: senior, junior, sophomore, and freshmen classes and one (1) representative from the senior, junior, sophomore, and freshmen classes.

03:02:02: The Senate shall be comprised of no more than thirty (30) members.

03:02:03: All candidates for the Senate must apply in the SGA office.

03:02:04: Qualifications for Senators- The student must apply in the SGA office and shall be interviewed. The student must be currently enrolled at ASU. The student must have and maintain at least a 2.5 cumulative average.

03:03:01: Qualification for Freshmen Senate Member- The student must be currently enrolled at ASU. Students must maintain a 2.5 GPA during the semester.

03:04:01: Qualifications for Sophomore Senate Member- The student must be currently enrolled at ASU. The Student must have completed thirty (30) semester credits. Said person must have and maintain at least a 2.5 GPA cumulative average.

03:05:01: Qualification for Junior Senate Member- The student must be currently enrolled at ASU. The student must have completed at least sixty (60) semester credits. Said person must have and maintain at least a 2.5 GPA cumulative average.

03:06:01: Qualifications for Senior Senate Member- The student must be currently enrolled at ASU. The student must have completed at least ninety (90) semester credits. Said person must have and maintain at least a 2.5 GPA cumulative average.

03:07:01: Qualifications for Non-Traditional Senate Member- The must be 25 years of age or older and have been out of high school for at least 5 years before entering the university. Said person must have a 2.5 GPA and maintain a 2.5 GPA.

03:08:01: Qualifications for Executive Officers- At the time of the election said person must be enrolled at Albany State University and have at least a 2.5 GPA cumulative average. He or she must maintain at least a 2.5 GPA cumulative average thereafter. The student must also be at good standing with the University. 

Article IV - SGA Powers and Duties

04:01:01: The law making powers of the SGA shall be vested in the SGA Senate.

04:02:01: The SGA Senate shall be the designated organization to accept and discuss matters presented to it from the Executive Board of the SGA and various student organizations that may be of college wide interest.

04:03:01: All members and Executive Officers shall assist the SGA President in carrying out the functions of the Student Government. They are required to attend all assigned meetings, serve on committees to which they have been appointed by the President, and to fully comply with this Constitution.

04:04:01 Members and Executive Officers shall perform all assigned duties, not subject to any absence, except for emergency circumstances in which case it shall be the duty of the member to enlist another SGA member as his or her substitute.

Article V - Meetings, Quorum and Attendance

05:01:01: The SGA shall meet at regularly scheduled times and be available for meetings called by the executive cabinet when notified of said meeting of at least two (2) days in advance.

05:01:02: SGA Standing committees should meet at regular schedule times of a notice of at least two (2) days in advance.

05:01:03: SGA Ad hock committees should meet at regular schedule times of a notice of at least two (2) days in advance.

05:02:01: A quorum shall constitute one half plus one of the current memberships of the Senate.
(a) Any absence must be cleared with the President, Vice President, or Administrative Executive Officer (AEO) twenty-four (24) hours prior to said meeting, except for emergency circumstances.
(b) Absences should be limited to a total of three (3) per semester.
(c) Absences due to illness, death of a family member, class attendance, official university business, work, and necessary club activities shall be considered excused absences.

05:03:01: All SGA members are required to attend all SGA sponsored functions, after three (3) unexcused absences, necessary and proper disciplinary action will be executed.

Article VI – Impeachment and Removal Procedures

06:01:01: Any member of the SGA may be removed from office for any of the following causes:
(a) Failure to attend regular meetings.
• More than three (3) unexcused or six (6) total absences per semester.
(b) Failure to maintain academic standards.
(c) Failure to maintain SGA membership status as defined in Article III.
(d) Improper Conduct.
(e) Failure to perform assigned duties.
(f) Willful violation of other provisions of this Constitution.

06:02:01: The charge shall be referred to the President of the SGA via Internal Affairs who shall then turn it over to the Judicial Board Committee.

06:02:02: Judicial Board shall investigate the allegations.

06:02:03: If reasonable evidence is found on the charge, the Judicial Board will then conduct a hearing.

06:03:01 The Judicial Board will vote in a closed session by secret ballot on the retention or dismissal of the charged person.

06:04:01: The decision of impeachment will be made based on a simple majority vote.

06:05:01: The result of the ballot will remain secret until the next SGA meeting.

Article VII - Membership Vacancies and Succession in Office

07:01:01: SGA vacancies shall be filled as follows:

07:01:02: Presidential vacancies shall be filled by the Vice-President.

07:01:03: Vice-Presidential vacancies shall be filled when the President, after consultation with the Executive Board, appoints one Senate representative; this appointment shall be subject to a two-thirds (2/3) vote of the voting members for confirmation.

07:02:01: If a two-thirds (2/3) vote is not achieved on the third ballot and there are more than two (2) candidates, the two (2) candidates receiving the greatest number of votes on the third ballot will be the only two candidates to be considered on further ballots.

07:03:01: Applicants for the vacant position(s) shall submit a petition of nomination containing the signatures and student numbers of twenty-five (25) members of the current student body and an application to the SGA President by 11:00 a.m. on the day the election will be held.

07:04:01: Candidates must meet the qualifications in Article II.

Article VIII - Senate Voting

08:01:01: All voting in the Senate meetings concerning SGA action shall be by show of hands, unless otherwise stated or requested by a simple majority of Senate members at a respective meeting.

08:01:02: A secret ballot vote and any other type vote count may be taken at the request of a simple majority of the Senate members at a respective meeting.

08:02:01: Proxy or absentee votes may be accepted if the absent Senate members who are voting list their names, positions, date, and the stipulations for which the votes will be cast on a particular issue (affirmative or negative) on a signed absentee ballot.

08:03:01: The Vice-President shall serve as the officiating officer of the Senate and only have the power to vote in the case of a tie.

Article IX - Legislation

09:01:01: All legislation to be considered by the Senate shall be in prescribed form and read to the Senate by the sponsoring Senate member.

09:01:02: The legislation will be reread at the next SGA meeting during the time allotted to special orders (old business) and therein acted upon, unless, by two-thirds (2/3) vote of the voting members at the initial submission of the legislation, immediate action is requested.

09:02:01: Legislation is defined as any Constitutional amendment, requests for support, endorsements, resolutions, petitions or any topic relevant to the membership.

09:03:01: Legislation to be considered by the Senate must be in the following prescribed form:
Legislation intended to be a resolution will adhere to the Whereas/Be It resolved form.
All other legislation must be second by a Senate member in the room.
(1) Other legislation will contain:
(a) A listing of the items to be moved for.
(b) The appropriate budget category (source) for funding.
(c) The names of the Senate member who will act as sponsor during the SGA meetings and be informed relative to all facts of the documents.
(d) Legislation introduced (sponsored) by the SGA President does not require a second to be considered by the Senate.
(e) The sponsor may yield to a non-Senate member, who may speak to present information on the legislation during the discussion period.
(f) The absence of a sponsor (or sponsor's proxy) during both SGA meetings can cause the legislation to revert to new business, if the Senate wishes and so moves by a majority vote, regardless of its stage of consideration

09:04:01: The AEO shall return to the sponsor for correction or revision of any improperly prepared legislation.
09:04:02: All properly prepared legislation shall be presented to the SGA President for his or her information three (3) business days in advance.

09:05:01: Legislation may be brought directly to the Senate floor by a petition containing five (5) members’ signatures and student numbers.

09:05:02: This shall constitute a student body membership request for Senate action and shall be dealt with.

09:06:01: All legislation shall be submitted to the AEO by noon on the day prior to the SGA meeting when it is to be introduced.

Article X - Election and Terms of Office

10:01:01: All candidates seeking the position of President/Vice President of the Student Government Association will have a running mate. The Presidential candidate will have a Vice Presidential candidate as a running mate and vice-versa.

10:02:01: Candidates will run on the same tickets.

10:03:01: Any candidate seeking the position of President/Vice-President of SGA must have been an active member of the SGA at least one academic year beginning with the current administration prior to the election date. Furthermore, candidates will be considered eligible to run for office if they choose not to participate in the current administration, but can show legitimate original documentation (no copies) of their active involvement in the SGA.

10:03:02: Candidates must be able to validate their membership through (1) Documentation, (2) Participation, (3) Minutes from meetings, or (4) a written form stating the candidate’s membership status signed by the SGA President.

10:04:01: All candidates interested in running for President or Vice-President of SGA must come before the Senate for approval one (1) week prior to submitting their application for candidacy.

10:05:01: If the candidates do not meet all the qualifications; they cannot be elected as President/ Vice President of the Student Government Association.

10:06:01: Candidates for Student Government Association President and Vice President must have a 3.0 GPA and maintain a 2.8 GPA during their administration.

10:07:01: Elections shall be under the supervision of the Director of Student Life & Activities and Election Commissioner and shall be by secret ballot.

10:08:01: SGA Executive Cabinet Officers shall be chosen in election no later than the second week of April.

10:09:01: All members who must be elected shall be elected by the fourth week of fall semester.

10:09:02: Elected members shall consist of the senior, junior, sophomore, and freshmen class presidents.

10:10:01 All SGA elected positions, in regular elections, shall be won by a plurality vote.

10:11:01 Write-in votes are not allowed in SGA elections.

10:12:01: The Director of Student Life & Activities and the Election Commissioner shall destroy the ballots within fourteen (14) days after an election.

10:13:01: When only one candidate is seeking a position or the total number of candidates for the said position equals the total number available, balloting for these positions shall be suspended and the President of SGA shall declare such affected candidates as elected at the first meeting following the election date.

10:14:01: The term of office of the SGA Executive Cabinet Officers shall commence July 1 and end April 30.

10:15:01: Newly elected SGA members are not bound to attend any summer classes to maintain SGA eligibility status.

10:16:01: No member may serve more than a combined total of five (5) full terms as a member of the Senate.
10:17:02: Full term is defined as two (2) semesters.

10:18:03: No member can serve more than two (2) semesters as a class senator.

Article XI- Executive Cabinet, Executive Board and Judicial Branch and Duties of Officers

11:01:01: The purpose of the Executive Cabinet is to oversee SGA.

11:01:02: The Executive Cabinet shall consist of the SGA President, Vice- President, and AEO.

11:02:01: The purpose of the Executive Board is to preview matters to be brought before the Senate.

11:02:02: The Executive Board shall consist of AEO and Chairs of Standing Committees.

11:03:01: The Executive Board shall be available for called meetings when notified two (2) days before said meeting.

11:04:01: The Executive Cabinet and Executive Board shall represent Albany State University’s SGA at all official functions.

11:05:01: The President of SGA shall:
(a) Act as President of the student body.
(b) Uphold the Constitution and all ordinances of SGA.
(c) Coordinate SGA activities with the Administration and report pertinent data during SGA meetings.
(d) Appoint any official provided for in the Constitution after consideration of the appointee by the Executive Board, with their majority approval and concurrence of two-thirds (2/3) of the voting membership.
(e) Appoint Administrative Executive Officer, Business Manager, Institutional Advancement Chair, Student Affair’s Chair, Academic Affairs Chair, Fiscal Affairs Chair, External Affairs Chair, Athletic Affairs Chair, and all Judicial Officers (if applicable)
(f) Determine the necessity of filling vacant Senate positions after summer, fall, and spring semesters have expired.
(g) Remove any officer or Senate member through disciplinary procedure by the Internal Affairs Committee and Senate.
(h) Receive all legislation passed by the Senate in their final form, for approval or veto, provided this prerogative is exercised within five (5) business days after the passage by the Senate. This Legislation must be delivered within two (2) business days to the president for approval or veto, or legislation reverts to old business on the next agenda for repossession. Failure to sign or veto legislation in the allotted tome enacts the documents as effective. A vote of two-thirds (2/3) of the voting membership overrides the veto.
(i) Call special meetings of the Senate when needed.
(j) Create as many ad hoc committees as necessary, with the Vice-President's conjuration.
(k) Represent and advise students on matters of concern.
(l) Serve as an ex-officio member of the SGA committees.
(m) Serve as an ex-officio member of the Alumni Association.
(n) Serve as an ex-officio member of all student-faculty/staff committees.
(o) Attend all scheduled workshops, seminars, conferences, retreats, and the like as approved by the university.
(p) Serve as an official host/hostess of the university.

11:06:01: The Vice-President of SGA shall:
(a) Preside over Senate meetings as officiating officer of the Senate.
(b) Assist the President in the discharge of Presidential duties.
(c) Assume the duties of the President at the absence or request of the President.
(d) Arrange for a parliamentary workshop for the Senate before the end of the fall semester.
(e) Select a senator to the position of Senator-At-Large.
(f) Attend all scheduled workshops, seminars, conferences, retreats, and the like as approved by the University.

11:07:01: The Administrative Executive Officer of SGA shall:
(a) Be responsible for insuring that all legislation to be considered by the Senate is in proper and complete form and has a Senate member as a sponsor.
(b) Record all happenings of all Senate meetings.
(c) Distribute all passed and failed legislation to the SGA President.
(d) Consult with the SGA advisor to ascertain Senate members' continued eligibility with regard to GPA and other continuing qualifications.
(e) Insure that all legislative matters to be delivered to the Senate are delivered in the most expedient manner.
(f) Make copies of all agendas to be distributed during all SGA meetings.
(g) Keep a record of all SGA members' attendance and inform the President when someone is found to be in violation of the attendance policy.
(h) Assist President with setting the presidential calendar for the year.
(i) Keep record of all forms used through out the academic year.
(j) Act as Business Manager in the case where one is not appointed.
(k) Serve as Office Manager.
(l) Preside over Executive Board.

11:08:01: The Chaplain of SGA shall:
(a) Consist of one individual.
(b) Open and close each meeting with a prayer or inspirational words of expression. This could be a song, poem, etc…

11:09:01: The Business Manager shall:
(a) Consist of one individual
(b) Maintain and manage the financial operations of the Student Government Association.
(c) Keep an accurate record of all monetary transactions processed through the Student Government Association.
(d) Produce an operating budget presentable for view at all times.
(e) Serve as a financial counselor to the president, present all fiscal affairs, and work closely with the executive staff to keep the office open.
(f) Be the Chair of the Fiscal Affairs Committee.
(g) Assist the AEO in all duties.

11:10:04: The Election Commissioner shall:
(a) Consist of one individual.
(b) Be responsible for maintaining and regulating all elections through the Student Government Association
(c) Be responsible for setting up all necessary equipment in order to ensure that voting will be assessable for the entire student body.
(d) Be responsible for monitoring the central voting location to assist with all technical difficulties, including cheating.
(e) Be responsible for maintaining and demonstrating confidentiality of the election process.

11:11.01: The Senator-At-Large shall:
(a) Serve as recording secretary of the Senate.
(b) Serve as sergeant-at-arms.
(c) Perform any other duties assigned by the Vice-President.

11:12:01 The Judicial Board of the SGA shall:
(a) Be comprised of no more than twelve (12) students appointed by the SGA President and confirmed by a two-thirds (2/3) vote of the Student Senate.
(b) Consist of one (1) Chief Justice and Associate Justices to be determined from among the Judicial Board members.
a. Consist of a Chief Justice who will be appointed by SGA President and confirmed by a two-thirds (2/3) vote of the Student Senate.
(c) Interpret the SGA Constitution.
(d) Hear trials of students who are to go before the Judicial Board.

11:12:02: Students who will go before the Judicial Board shall be notified in writing at least two (2) days before the date of the trial. This notice shall contain statement of charges, the date, time and place of the hearing, explanation of the general procedure that will be followed, and an explanation of the student's rights.

11:12:03: All students shall have the right to counsel, the right to confront their accusers, the right to a public trial, and the right to appeal to the Director of Student Life & Activities.

11:12:04: Regular sessions of the Judicial Board shall be called by the Vice-President of Internal Affairs whenever he/she deems it expedient. Such announcements shall be made public.

11:12:05: Prior to assuming office, the members of the Judicial Board shall be administered the following oath: "I do solemnly swear (or affirm) that I will uphold the Constitution of SGA and the policies of the University and will to the best of my ability to execute the duties of my office.”

11:13:01: All members must complete and sign a letter of confidentiality.

Article XII - Standing Committees

12:01:01 Regular standing committees of SGA shall be as follows:
A. Public Relations Committee
B. Student Affairs Committee
C. Fiscal Affairs Committee
D. Academic Affairs Committee
E. Institutional Advancement Committee
F. Internal Affairs Committee
G. External Affairs Committee

12:02:01: A Vice-President shall be appointed for each committee by the President. The committee’s vice-president will select the remaining body.

12:02:02: The membership of each committee shall consist of no more than twelve (12) students currently enrolled at Albany State University, unless permission by the President is granted to have more than twelve (12) students.

12:02:03: Each member of the committee shall have one vote on material pertaining to the committee he/she serves on. The Vice-President of the committee shall vote, only in tie breaking circumstances.

12:03:01: Duties of Standing Committees:
(a) The Publicity and Public Relations Committee shall be responsible for publicizing the SGA and its activities, assist all committees with publicity when needed, and gather and process all public relations materials. The committee shall publicize applicable University events that are related to the community and shall assist the University in maintaining open lines of communication.
(b) The Student Affairs Committee shall be responsible for handling all problems that are referred to the SGA that are in relation to the residence halls, dining facilities and anything related to the upgrading of Student Activities/Life here on the campus of Albany State University. After doing research, the findings will be presented before the Senate for further action.
(c) The Fiscal Affairs Committee shall be responsible for handling all issues dealing with financial aid, check distributions, business operations and other related areas. The committee will work directly with the Vice President for Fiscal Affairs.
(d) The Academic Affairs Committee shall be responsible for handling all problems referred to SGA related to institutional credits, courses, the University Catalog, financial aid, and other related areas. After doing research the committee will report its findings before the Senate for further action.
(e) The Institutional Advancement Committee shall be responsible for handling all community outreach affairs. The committee will create outreach programs that will enhance the relationship of Albany State University and the community at large. The committee will also be responsible for annual voter registration drives and other related programs. After doing research, the committee will report its findings before the Senate for further action.
(f) The Internal Affairs Committee shall be responsible for the Judicial Process of any SGA matter. In this case, they are responsible for executing a judicial process among members when the cause is necessary and deem as a case worth reviewing by the President. The Internal Affairs Committee will be comprised of the Judicial Board. The Vice-President for Internal Affairs will serve as the Chief Justice.
(g) The External Affairs Committee shall represent the student body in local, state, and national government affairs. This committee will work closely with the Dougherty County Commission as well as the general assembly and other elements of state government.

12:04:01: All regular standing committees may propose appropriate new legislation and shall work towards implementing legislation in their area of responsibility.

12:05:01: All standing committee matters shall be subject to review and control by the SGA Senate.

Article XIII - Oath of Office

13:01:01: All elected and appointed office holders of the SGA shall be installed by the Student Government Association President, hereinafter referred to as President; or by the Director of Student Life & Activities, who shall administer the following oath:
I, (name), do solemnly affirm that I will serve the student body faithfully and execute the duties and responsibilities entrusted to me by virtue of my office and will do the best of my ability to preserve, protect and enforce the Constitution of the Student Body of Albany State University.

Article XIV - SGA Advisor

14:01:01: The Advisor to SGA shall be the Director of Student Life & Activities.

14:02:01: The Advisor shall not have veto power.

14:03:01: The Advisor shall obtain needed information to inform the Administrative Executive Officer of ineligibility of SGA members, if such occurs.

14:04:01: The Advisor shall be an ex-officio member of all Senate and SGA functions.

Article XV - Amendments

15:01:01: Amendments to this Constitution may be submitted for approval by any student who submits a petition containing the signatures and identification numbers of fifty (50) students who support it, or by a Senate member.

15:02:01: The Amendments must be submitted in writing and conform to legislative form discussed.

15:03:01: Any proposed amendment shall be declared ratified upon receiving a two-thirds (2/3) vote of the voting Senate and a majority of the votes cast in a campus wide election.

Article XVI - Parliamentary Authority

16:01:01: The rules contained in the current edition of the Robert’s Rules of Order Newly Revised shall govern the SGA in all cases for which they are not inconsistent with this Constitution and any special rules of order the SGA may adopt.

Article XVII - Miss Albany State University

17:01:01: Qualifications - Candidates for recognition as Miss Albany State University must:
(a) Be born a female person.
(b) Be single.
(c) Not have been married, not be married, nor become married during reign.
(d) Not have a child, not be pregnant nor become pregnant during reign.
(e) Have a minimum of thirty (30) semester hours at the time candidacy is announced, unless change is deemed necessary.
(f) Have been enrolled at Albany State University a minimum of one full academic year proceeding the time she petitions to enter the competition.
(g) Have a minimum 3.0 cumulative average at the time of the application deadline and must maintain at least a 2.8 throughout her reign.
(h) Be in good social standing and must not have any disciplinary action pending or on file.
(i) Be enrolled as a full-time student at the time of application deadline and throughout her reign.
(j) Have the approval of the Director of Student Life & Activities and the Vice- President for Enrollment Management & Student Affairs on their petitions verifying Grade Point Average and information regarding disciplinary action.

17:02:01: Miss Albany State University is expected to represent integrity in scholarship, leadership, character, and all facets of the University population. As a result:
(a) She shall exemplify the highest traits of character and good conduct.
(b) She shall attend all scheduled workshops, retreats, seminars, conferences and the like as approved by the university.
(c) She shall serve as an official hostess of the university.
(d) She shall serve as the representative of Albany State University at approved pageant competitions.
(e) She shall be responsible for coordinating and carrying out at least one major community service project each regular academic semester, which will benefit the Albany State student body and/or community at large.
(f) She shall involve herself in campus activities as well as academic pursuits.
(g) She shall work unselfishly and cooperatively with her attendants.
(h) She shall be committed to official representation of the office which she holds. She is expected to represent the University at basic functions, including:
a. Approved Off-Campus Activities
b. Banquets
c. Community Service Projects/Functions
d. Convocations
e. Dinners
f. Football Games
g. Founder’s Day Events
h. High School Visitation Days
i. Homecoming Events
j. Honor’s Day Events
k. Luncheons
l. M.L. King Programs/Functions
m. Parades
n. Receptions
o. Speaking Engagements
p. Special Functions on Campus (when asked)
q. Veteran’s Day Events

17:03:01: Succession in Office
(a) If Miss Albany State University is unable to represent the student body at any given function, it is her responsibility to inform her advisors and attendants in advance, so that they may arrange for official representation by the 1st Attendant; if she is unable to attend, then the 2nd Attendant would serve as the official representative. If she is unable to attend, then the 3rd Attendant would serve as the official representative.
(b) If for any reason Miss Albany State University fails to maintain academic standards or fails to maintain SGA membership status as defined in Article II, then the 1st Attendant will be the new Miss Albany State University. If the 1st Attendant cannot serve, then the 2nd Attendant will be the new Miss Albany State University. If the 2nd Attendant cannot serve, then the 3rd Attendant will be crowned as the new Queen.

17:04:01: Miss Albany State University public appearance must be exemplary of her position at all times. It is her responsibility to share financial obligations that this title incurs. Some expenses for Miss Albany State University may be:
(a) Attire for football games
(b) Attire for Coronation
(c) Attire for Homecoming
(d) Attire for some special occasions
(e) Accessories and personal care items
(f) Attire for parades, pageant competitions, etc……

17:04:02: Miss Albany State University will be allotted a yearly budget for the expenses affiliated with her official representation of the University. A financial committee composed of co-advisors and the Director of Student Life & Activities shall recommend allotments for any unexpected function(s) they seem necessary.

17:05:01: Miss Albany State University will have a reserved parking space in front of or near the residence hall in which she resides, if such be the case. If not, she will be assigned a reserved parking space.

17:06:01: Miss Albany State University is expected to participate in official Student Government functions, campus-wide assemblies, and selected functions that bring honor to her, her attendants and to the University.

17:07:01: An official itinerary will be planned for Miss Albany State University by and with her advisors. Any off-campus event or activity where Miss Albany State University is required to attend as Miss Albany State University must be cleared and approved by her advisor.

17:08:01: The crown, scepter, and accessories are properties of the University and thus shall be returned at the end of each reign.

17:09:01: Miss Albany State University will serve under the guidance of an advisor and two co-advisors or advisory committee.

17:10:01: Duties and Responsibilities of 1st & 2nd Attendants
(a) The 1st and 2nd Attendants to Miss Albany State University shall uphold and support the efforts of Miss Albany State University.
(b) The 1st and 2nd Attendants to Miss Albany State University shall abide by the same guidelines, duties, responsibilities, and expectations as Miss Albany State University.
(c) The 1st and 2nd Attendants are required to have the same attire for football games, unless otherwise approved by the advisor, co-advisors and/or committee.
(d) The 1st and 2nd Attendants shall never belittle, embarrass, or try to "out-shine" Miss Albany State University, for there is ONLY ONE Miss Albany State University.

Article XVIII – Royal Gentlemen to Miss Albany State University

18:01:01: Qualifications - Candidates for recognition as Royal Gentlemen to Miss Albany State University must:
(a) Be born a male
(b) Be single
(c) Not have been married, not be married, nor become married during his reign.
(d) Not have fathered a child or be expecting to father a child during his reign.
(e) Have a minimum of (30) semester hours at the time candidacy is announced, unless change is deemed necessary.
(f) Have been enrolled at Albany State University a minimum of one full academic year proceeding the time he petitions to enter the competition.
(g) Have a minimum 3.0 cumulative average at the time of the application deadline and must maintain at least 2.8 throughout his reign.
(h) Be in good social standing and must not have any disciplinary action pending or on file.
(i) Be enrolled as a full-time student at the time of application deadline and throughout his reign.
(j) Have the approval of the Director of Student Life and Activities and the Vice-President of Enrollment Management & Student Affairs on their petitions verifying Grade Point Average and information regarding disciplinary action.

18:02:01:Mr. Royal Gentlemen to Miss Albany State University is expected to represent integrity, scholarship, leadership, character, and all facets of the University population.

18:02:02: Mr. Royal Gentlemen to Miss Albany State University shall:
(a) Exemplify the highest traits of character and good conduct.
(b) Attend all scheduled workshops, retreats, seminars, conferences and the like as approved by the University.
(c) Serve as an official host of the university.
(d) Serve as the representative of Albany State University at approved pageant competitions.
(e) Be responsible for coordinating and carrying out at least one major community service project each regular academic semester, which will benefit the Albany State student body and/or community at large. The community service project will be centered on Miss Albany State University’s platform.
(f) Involve him in campus activities as well as academic pursuits.
(g) Work unselfishly and cooperatively with his gentlemen and Miss Albany State University and Royal Court.
(h) Be committed to official representation of the office which he holds. He is expected to represent the University at basic functions, including:
o Approved Off-Campus Activities
o Banquets
o Community Service Projects/Functions
o Convocations
o Dinners
o Football Games
o Founder’s Day Events
o High School Visitation Days
o Homecoming Events
o Honor’s Day Events
o Luncheons
o M.L. King Programs/Functions
o Parades
o Receptions
o Speaking Engagements
o Special Functions on Campus (when requested)
o Veteran’s Day Events


18:03:01: Coronation
(a) Albany State University does not recognize a Coronation for the Royal Gentlemen to Miss Albany State University; therefore, they will serve as official escorts to Miss Albany State University & Court at the Coronation and will be introduced accordingly.

(b) The Royal Gentlemen to Miss Albany State University will have the opportunity to meet and brainstorm about positive and meaningful events/activities that will include the male student population on the campus of Albany State University (i.e. social, luncheon, ball, retreat, seminar, forum, leadership development opportunities, etc...) as a part of the Royal Gentlemen to Miss Albany State University experience.

18:04:01: Accessories
(a) Albany State University does not recognize sashes, crowns, crown pins, and scepters for Royal Gentlemen to Miss Albany State University. Please know that none of the above are part of the official wardrobe (uniformity) and will not be considered as such.

18:05:01: Succession in Office
(a) If Mr. Royal Gentlemen to Miss Albany State University is unable to represent the student body at any given function, it is his responsibility to inform his advisors and gentlemen in advance, so that they may arrange for official representation by the 1st Gentlemen; if he is unable to attend, then the 2nd Gentlemen would serve as the official representative. If he is unable to attend, then the 3rd Gentlemen would serve as the official representative.

If the 1st Gentlemen cannot serve, then the 2nd Gentlemen will be the new Mr. Royal Gentlemen to Miss Albany State University. If the 2nd Gentlemen cannot serve, then the 3rd Gentlemen will be crowned as the new Royal Gentlemen to Miss Albany State University.

18:06:01: Public Appearance of the Royal Gentlemen to Miss Albany State University.
(a) Mr. Royal Gentlemen to Miss Albany State University public appearance must be exemplary of his position at all times. It is his responsibility to share financial obligations that this title incurs. Some expenses for The Royal Escort to Miss Albany State University may be:
a. Attire for football games
b. Attire for Coronation
c. Attire for Homecoming
d. Attire for some special occasions
e. Accessories and personal care items
f. Attire for parades, pageant competitions, etc…
