Tuition Waivers

Out-of-State Tuition Differential Waivers

Albany State University may waive the out-of-state differential tuition for the following categories. Students who meet the qualifications for one of these options, complete the required forms, and submit the required supplemental documents will have the out-of-state portion of their tuition waived. They will be responsible for the remaining in-state tuition and fees. 

  • Border State Residents
    • Albany State University welcomes and supports out-of-state students.  We offer a tuition differential waiver to students who live in Alabama, Florida, North Carolina, South Carolina, and Tennessee. Residents of those states are encouraged to complete the Border State Tuition Differential Waiver application. 
  • Economic Advantage
    • Details for eligibility for this out-of-state differential waiver can be found in the University System of Georgia policy 7.3.4.1 Out-of-State Tuition Waivers under the Economic Development section, number 2. 
  • Employees and Dependents of the Following Organizations
    • Full-time employees of the University System, their spouses, and their dependent children.
    • Full-time employees of the public schools of Georgia or the Technical College System of Georgia (TCSG), their spouses, and their dependent children.
    • Teachers employed full-time on military bases in Georgia
  • International and Academic Superior Out-of-State Student
    • A limited number of international student waivers and academic superior out of state waivers are available to students based on past academic performance and potential to succeed here at ASU.  Students must apply every academic year for the waiver.
  • Military

Border State Waivers for Out-of-State Tuition Differential

Albany State University welcomes and supports out-of-state students.  We offer an out-of-state tuition differential waiver to students who live in Alabama, Florida, North Carolina, South Carolina, and Tennessee. Residents of those states are encouraged to complete the Border State Tuition Differential Waiver application. 
 
LAWFUL PRESENCE IN THE UNITED STATES
Only those students verified to be lawfully present in the United States may be considered for an out-of-state tuition waiver. Waiver applicants may be required to provide additional documentation to meet this requirement. One of the following must be submitted:
  • A certified US Birth Certificate showing the student was born in the U.S. or a U.S. Territory. (A photocopy or faxed copy is not acceptable)
  • A U.S. Certificate of Naturalization (USCIS form N-550 or N-570) • A U.S. Certificate of Citizenship (USCIS form N-560 or N-561)
  • A U.S. Certificate of Birth Abroad issued by the Department of State (DS-1350) or a Consular Report of Birth Abroad (FS-240).
  • A current military ID (service member only, not dependent)
  • A current, valid permanent resident card (USCIS form I-151 or I-551). Must have copy of the front and back of the card.
  • A current U.S. Passport
DOCUMENTATION OF WAIVER ELIGIBILITY
Additional documentation is also required to confirm domicile in the border state such as the following:
  • Copy of lease agreement or warranty deed (dated 12+ months)
  • Copy of driver’s license or state-issued ID
  • Copy of vehicle registration
  • Copy of state tax return filed for the most recent tax year
  • Copy of federal tax return filed for the most recent tax year
  • Copy of utility bills

Economic Advantage Out-of-State Tuition Differential Waiver

As of the first day of classes for the term, an Economic Advantage Waiver may be granted under the following conditions:

U.S. Citizens, Permanent Residents, and Other Eligible Non-Citizens

A. Dependent Students
Dependent students providing clear and convincing evidence that the student’s parent or U.S. court-appointed legal guardian relocated to the state of Georgia to accept full-time, self-sustaining employment. The relocation must be for reasons other than enrolling in an institution of higher education and appropriate steps to establish domicile in the state must be taken. The employment upon which the relocation was based must be held at the time the waiver is awarded.

B. Independent Students
Independent students providing clear and convincing evidence that they, or their spouse, relocated to the state of Georgia to accept full-time, self-sustaining employment. The relocation to the state must be for reasons other than enrolling in an institution of higher education and appropriate steps to establish domicile in the state must be taken. The employment upon which the relocation was based must be held at the time the waiver is awarded.

C. U.S. refugees, asylees, and other eligible noncitizens as defined by the federal Title IV regulations may be extended the same consideration for the economic advantage waiver as citizens and lawful permanent residents of the United States.

Waiver eligibility for the above qualifying students expires twelve (12) months from the date the waiver is awarded.

Non-Citizens

A. Dependent Students
Non-citizen dependent students providing clear and convincing evidence that the student’s parent or U.S. court-appointed legal guardian relocated to the state of Georgia to accept full-time, self-sustaining employment and entered the state in a valid, employment-authorized status. The relocation must be for reasons other than enrolling in an institution of higher education and appropriate steps to establish domicile in the state must be taken. The employment upon which the relocation was based must be held at the time the waiver is awarded. Additionally, the non-citizen dependent student must provide clear evidence that the parent, or U.S. court-appointed legal guardian, is taking legally permissible steps to obtain lawful permanent resident status in the United States.

B. Independent Students
Non-citizen independent students must provide clear and convincing evidence that they, or their spouse, relocated to the state of Georgia to accept full-time, self-sustaining employment and entered the state in a valid, employment authorized status. The relocation must be for reasons other than enrolling in an institution of higher education and appropriate steps to establish domicile in the state must be taken. The employment upon which the relocation was based must be held at the time the waiver is awarded. Additionally, non-citizen independent students must provide clear evidence that they, or their spouse, are taking legally permissible steps to obtain lawful permanent resident status in the United States.

Waiver eligibility for the above qualifying students may continue provided full-time, self-sustaining employment in Georgia and the employment-authorized status are maintained. Furthermore, there must be continued evidence of Georgia domicile and efforts to pursue an adjustment to United States lawful permanent resident status.

  • Employee Out-of-State Tuition Differential Waiver

Students who meet one of the following conditions may be eligible for the Employee Tuition Waiver. All required documentation must be provided, as noted on the application. 

  • 1. Full-time USG employees, their spouses, and their dependent children.
  • 2. Full-time employees of the public schools of Georgia or the Technical College System of Georgia (TCSG), their spouses, and their dependent children.
  • 3. Teachers employed full-time on military bases in Georgia

 

 

In-State Tuition Waivers

Albany State University may waive the in-state tuition and fees for the following categories. Students who meet the qualifications for one of these options, complete the required forms, and submit the required supplemental documents will have their in-state tuition and fees waived: Amendment 23 and Tuition Assistance Program (TAP).

NOTE: please see the military waivers page for possible options for military personnel and their dependents. 

Amendment 23 (Senior Citizens Tuition Waiver)

Persons aged 62 or over are eligible to apply for the Amendment 23 waiver, which enables qualified students to enroll as a regular or auditing student in courses offered for resident credit on a space available basis without payment of fees, except for supplies, laboratory, or shop fees.

  • Students must be residents of Georgia, be 62 years of age or older at the time of registration, and present a birth certificate or other comparable written documentation of age to enable the institution to determine eligibility.
  • Students must meet all system and institution undergraduate or graduate school admission requirements and follow the same program as other degree-seeking students.
  • The application and certification must be completed each semester five days prior to the date of registration for the referenced semester.

Tuition Assistance Program (TAP)

The Tuition Assistance Program (TAP) is provided to eligible employees of Albany State University to cover the tuition and fees for up to 9 academic semester credit hours for the fall, spring, and summer semesters. Residency Classification for In-State Tuition

Albany State University follows the University System of Georgia’s policy when classifying students for tuition charges based on the information provided on the Application for Admission. 

If a student believes they were classified as out-of-state because they answered the classification questions incorrectly on their admissions application, they should complete an Application Correction Form. 

If the student was classified as out-of-state based on their correct answers on their admissions application, or their status has changed since initial application, they should complete the Petition for Classification of Students for Tuition Purposes. A student petitioning to change their tuition classification but should consider the following before starting the process.

  • The student must have proof that they have established a primary domicile or a permanent Georgia home at least twelve consecutive months immediately preceding the beginning of classes for the term. The residency status of a dependent student is tied to the status of the parent(s), or in the case of divorce, the tax-dependent or majority support parent, so the parents must show proof of domicile.
  • Because the college is supported by the State of Georgia, students or parents of dependent students should provide documentation showing payment of Georgia state income tax to provide evidence for supporting the higher educational system of Georgia. Owning property only provides one piece of evidence and cannot be used as the sole factor in determining a student’s classification for tuition.
  • Students should also be able to include copies of any other documents with their petition that show their intent to be a Georgia resident, such as a Georgia driver’s license, car or voter registration, home ownership, full-time employment records, etc.
  • The student must provide evidence that they moved to Georgia for a reason other than attending college or a vocational training program.

 

 

Out-of-State Tuition Differential Waiver Forms

The following are examples of supporting documentation which may be submitted as evidence of domicile when requested for Tuition Waivers and the Petition for Reclassification of Residency Application. The submission of any of the following documentation does not guarantee that your application will be approved. The tuition classification officer will consider the totality of circumstances when making a tuition classification determination.

  1. Signed statement of reason for coming to Georgia.

  2. Certified or notarized copy of state and/or federal income tax return(s) filed for the most recent tax year.

  3. Signed statement of intent to file taxes for the current year.

  4. Copy of most recent W-2.

  5. Copies of paystubs or Leave Earnings Statements (LES) for the previous year.

  6. Letter/statement from current and/or previous employer(s) verifying any employment during the last 12 months. The letter/statement should be on company letterhead and should indicate dates of employment and whether that employment was full or part-time.

  7. Copy of the lease or deed for residence(s) maintained during the past 12 months. If the lease or deed is not in your name, a notarized statement from the lessee or deed holder stating that you reside with them and for how long.

  8. Receipts from the payment of property taxes.

  9. Copies of homestead exemption documents.

  10. Copy of birth certificate or guardianship paperwork issued by a United States court.

  11. Copy of a valid vehicle registration for the State of Georgia.

  12. Copy of a valid Georgia Driver’s License or state-issued ID.

  13. Copy of voter registration.

  14. Copy of any business or professional license(s) which may have been obtained in Georgia.

  15. Copies of bills, such as utility bills.

  16. Copies of bank statements.

  17. Copies of any social service benefits, such as food stamps, disability, unemployment, etc.

  18. Documentation of family, social, civic, or governmental ties in Georgia which evidence intent to remain permanently.

  19. If you are not a U.S. citizen, a copy of your permanent resident alien card or documentation of your current visa status.

  20. Any other documentation that you may feel is relevant to your status.

Students under the age of 24 should submit documentation related to the domicile of their parent(s) or U.S. court-appointed legal guardian, in addition to documentation related to their own domicile.
